Baughen Consulting was formed in June 2021 by Cameron Baughen, B.A., B.Sc. Cameron was born in Kelowna, raised in Lake Country and has lived in the beautiful City of Penticton since 2004. For over 16 years Cameron worked with the Regional District of Okanagan-Similkameen in various capacities focused on Solid Waste, Public Works and roles in the Regional Emergency Operations Centre. Having developed a variety of transferable skills in public consultation, project management and program delivery, Baughen Consulting can help communities across BC succeed and save money.

In 2009, the RDOS recognized that organics diversion would be the next big goal. Over a decade Cameron Baughen project managed one of the most comprehensive analysis of organic waste ever conducted in BC. This included amendments to the Solid Waste Management Plan, wide ranging public consultation with local governments, Bands and the general public and multiple comparative feasibility studies including odour modelling analysis. This project was recognized by FCM as being one of the top 20 examples of municipal environmental leadership across Canada.

In the late 2000s, each local government in the RDOS was procuring curbside collection services alone. This created a number of small and medium contracts without strong economies of scale. Working carefully, the RDOS and 5 member municipalities created a joint RFP and base contract. This flexible approach allowed local governments to control their own services while creating a cost effective bidding process for haulers. Cameron helped create and lead this project with demonstrable cost savings for all parties involved.

Cameron has developed numerous cost effective education campaigns including video, presentations, workshops and newsletters. Balancing new technologies with traditional approaches needs to be considered in each campaign. There is no one size fits all approach especially when dealing with urban and rural residents.
